About four in five Radcliff homes went up after 1970, per the Census Bureau. On a house that age, the driveway and the front walk may still be the first pour. The trouble shows up as a cracked drive or front steps pulling away from the door. Under it all sits limestone karst, ground where sinkholes form.

Radcliff sits next to Fort Knox in northern Hardin County. About 56 percent of its homes are single-family detached houses, per the Census Bureau. The median home was built in 1983, and 44 percent date from the 1970s and 1980s.
Replacing an old drive means tearing out the concrete and rebuilding the base before the new pour. Heaved walks and settled steps are replaced the same way, with new forms and fresh concrete.
Radcliff is still adding houses. The city issued permits for 104 new single-family homes in 2025, up from 73 in 2024, per Census data. Each one needs a driveway. The zoning ordinance also calls for a sidewalk with new homes, except in areas the city's sidewalk map exempts.
The Kentucky Geological Survey's LiDAR sinkhole map shows more than 100 sinkholes inside Radcliff's city limits. The survey defines a sinkhole as any depression in the ground into which rainfall drains. Radcliff's stormwater ordinance asks permit plans to show the sinkholes on a site.
Crider and Vertrees soils cover more than half the city, per the NRCS soil survey. Both are silt loam on top over clay that weathered from limestone. The NRCS rates the clay in Crider soils high for shrink and swell. In parts of town, Vertrees soils sit on slopes of 6 to 30 percent.
That ground is why the base and the drainage matter as much as the concrete. Our site grading sets the base, then the fall that carries water off the slab and away from the house. On steeper lots, poured concrete retaining walls can hold a drive or a patio level. A wall over 4 feet tall falls outside the state code's permit exemption.
Inside the city limits, building permit applications go to the City of Radcliff's Economic Development, Planning and Building department. The zoning ordinance requires a zoning certificate and a building permit before any foundation is poured. For foundations and footings, the Kentucky Residential Code sets Hardin County's frost depth at 24 inches below finished grade.
The Kentucky Residential Code lists driveways and sidewalks among the work exempt from a building permit. The apron at the street is different, since the city has its own driveway apron permit. Its typical plans show a drive 12 to 30 feet wide, and a culvert pipe on ditch streets. A new entrance onto Dixie Boulevard, a state highway, takes a Kentucky Transportation Cabinet encroachment permit.
Ground work has its own rules. The city's stormwater ordinance calls for a permit before 5,000 square feet or more of land is disturbed. Building lots also need an erosion and sediment control permit before the building permit is issued. Kentucky law also requires a Kentucky 811 locate request at least two full working days before machine digging.
